The University of Toulouse BEST Doctoral Programme Scholarship 2027 in France offers an opportunity for international researchers to pursue fully funded PhD research in Toulouse. For the first recruitment wave, the programme offers 19 fully funded doctoral positions as part of a larger programme that will recruit 37 PhD candidates across two cohorts. The first call opened on 21 September 2026, and applications will remain open until 23 November 2026. Successful candidates are expected to begin their PhD on 1 September 2027.

  • Applicants must hold a master's degree or an equivalent diploma by the application deadline.
  • Candidates must not already hold a doctoral degree.
  • Applicants must satisfy the programme's international mobility requirement.
  • Candidates must not have lived or carried out their main activity, including work or studies, in France for more than 12 months during the 36 months immediately preceding the application deadline.

Certain periods are excluded when calculating the mobility requirement. These include time spent in France as a tourist, as a refugee, or while completing national service.

Applicants should check their residence and activity history carefully because the mobility requirement is an important condition of the MSCA COFUND programme.

The BEST doctoral programme brings together research topics from several disciplines. The 2027 recruitment is organised around three main thematic pillars.

How to Apply for the BEST Doctoral Programme Scholarship

Applicants have two possible routes for submitting a doctoral application. They can apply for an available thesis subject listed by the programme or propose their own thesis project.

Apply for an Available Thesis Subject

Candidates can review the list of available thesis subjects and select a project that matches their academic background and research interests. The application should demonstrate why the candidate is suitable for the selected doctoral project.

Submit a Self-Initiated Thesis Project

Applicants may also submit a self-initiated thesis project. This option allows candidates to propose their own research idea within the scope of the BEST programme.

Both application routes use the EDD Projets application platform. Applicants should prepare their documents carefully and follow the instructions provided in the official call before submitting the application.

BEST Scholarship 2027 Application Deadline

The application deadline for the first wave of the University of Toulouse BEST doctoral programme is 23 November 2026.

The selection process is scheduled to continue from the application deadline until mid-April 2027. Successful candidates are expected to start their PhD programme on 1 September 2027.

A second recruitment wave is planned for the 2028 intake, with 18 additional doctoral positions expected to open from September 2027. Further details will be published by the programme later.
